Will the GOP’s Failure to Move the DREAM Act Galvanize the Latino Vote?
In a procedural vote yesterday, Senate Republicans (and two Democrats) voted not to proceed (56-43) to the Defense Authorization bill in a party line vote, preventing the consideration of, among others, the DREAM Act amendment. Hemming and hawing their way through floor speeches, Senate Republicans expressed sympathy for the plight of potential DREAM Act students and offered to “debate the merits of the DREAM Act” in a standalone bill, just not on the Defense authorization bill. This latest vote, coupled with some in the GOP’s recent anti-immigrant rhetoric on birthright citizenship and Arizona’s immigration enforcement laws, has the potential to not only alienate America’s fastest growing voting bloc, but drive them to the polls in November. Will Immigration Get a Fair Fight on the Senate Floor?
With dizzying speed this week, immigration advocates went from gloomy to galvanized with the announcement that Senator Reid intended to bring the DREAM Act to the floor as an amendment to the Defense Authorization bill. To further add to the euphoria, Senator Menendez announced that he would introduce actual comprehensive immigration reform legislation sometime soon. President Obama Throws White House Support Behind DREAM Act
Today, President Obama met with Senator Robert Menendez (D-NJ) and Congressional Hispanic Caucus (CHC) members, chairwoman Nydia Velázquez (D-NY) and Rep. Luis Gutierrez (D-IL) to discuss movement of the DREAM Act. In a lead up to the meeting, Senate Majority Leader Harry Reid (D-NV) announced plans earlier this week to bring the DREAM Act to a vote, attaching the measure to the Defense Authorization bill to be voted on next week. While GOP opposition to this bipartisan immigration amendment remains high, President Obama pledged his support at an event last night, despite previous concerns that passing the DREAM Act will detract from a larger immigration overhaul. The Immigration Balancing Act: ICE Memo and High Removal Statistics Reveal a Stacked Immigration System
Last week, two separate branches of DHS released important evidence supporting the argument that our immigration laws are fundamentally broken. The Office of Immigration Statistics released its annual report on removal and return statistics, noting that removals in 2009 totaled 393,289—marking the seventh straight year of increase. Meanwhile, ICE released a memo directing legal counsel to review and terminate certain immigration court cases where the immigrant also had an application pending in front of USCIS. ICE estimates that approximately 17,000 people may benefit from this new policy. When you juxtapose the numbers, however—393,289 v. 17,000—it reminds you just how out of balance our immigration system has become. Read More

More Right-Handed Pot Stirring: Internal USCIS Draft Memo Exploited for Political Gain
Conspiracy theorists hate it when no one pays attention. Witness last month’s letter to President Obama in which eight Republican Senators accused him of planning to circumvent the will of Congress through a regulatory grant of “amnesty” suggesting that plans were afoot in the Department of Homeland Security to make it happen. Despite their mock outrage, the letter barely made a ripple in the immigration debate. Judge’s Decision Doesn’t Stop Arizona from Combating Border Violence
Yesterday, Phoenix district court Judge Susan Bolton enjoined key provisions of Arizona's controversial immigration law, SB1070. The judge recognized that the federal government has primary authority over making and enforcing immigration law, and that while states have limited authority in this arena, they cannot interfere with federal enforcement or undermine federal priorities. The decision acknowledges the complex nature of immigration law and the harmful consequences of local police attempting to make immigration determinations. The judge also recognized the serious strain that the Arizona law would place on federal resources, which would detract from the federal government's ability to enforce immigration laws in other states and target resources toward serious criminals. Congressional Leaders Challenge Progressives to Keep Pushing for Immigration Reform
In front of more than 2000 progressive bloggers and activists Saturday, House Speaker Nancy Pelosi, Sen. Harry Reid and several other keynote speakers urged progressives to “finish what we've started” and keep beating the progressive drum for change. After enumerating major Democratic legislative victories this year (health care, financial regulation, and an economic stimulus plan to name a few), Congressional leaders acknowledged the legislative priorities that lie ahead—especially immigration. While Republicans continue to stall immigration reform efforts in Congress and with harsh anti-immigrant legislation brewing in other states, immigration has emerged as a national hot button issue. Yesterday, the House Homeland Security Subcommittee on Border, Maritime, and Global Counterterrorism held a hearing on Enhancing DHS’ Efforts to Disrupt Alien Smuggling across Our Borders. Witnesses from Immigration and Customs Enforcement (ICE), Customs and Border Protection (CBP), the Government Accountability Office (GAO), and Terry Goddard, Attorney General for the State of Arizona all testified.
